Defense Secretary Lloyd Austin and Secretary of State Antony Blinken met with Ukrainian President Zelenskyy and other officials in Kyiv this week. They are working with Congress to develop a new military and humanitarian aid package. Congress already has delivered $13.6 billion in humanitarian, military and economic support for Ukraine with the best battlefield weapons and equipment in the world, including thousands of Javelins, anti-aircraft missile systems, drones, military helicopters, armored vehicles, arms and ammunition.
This week, the House took significant, additional steps to isolate and punish Putin for his brutal and unjustified war: - Ukraine Democracy Defense Lend-Lease Act: a bipartisan bill to revive the game-changing World War II program and allow the U.S. to send weapons and other supplies to Ukraine more efficiently and quickly.
- Asset Seizure for Ukraine Reconstruction Act: a bipartisan bill to authorize President Biden to seize and confiscate assets under the jurisdiction of the United States of foreign persons whose wealth is derived through corruption linked to or political support for the regime of Vladimir Putin and those who have been sanctioned for reasons related to human rights violations, corruption, malign influence, or the war against Ukraine. This legislation will allow seized assets to be sold to help the Ukrainian people – including post-conflict reconstruction, humanitarian and refugee support, weapons for Ukraine’s military forces and humanitarian and development assistance for the Ukrainian people.

This week, my Energy and Commerce Committee heard from two cabinet secretaries on their FY23 budget about how the Biden Administration is continuing to work with the Congress to lower costs for our neighbors and increase access to health care, clean energy and good-paying jobs.

Department of Health and Human Services Secretary Xavier Becerra shared how the Biden Administration is continuing its work to lower costs of quality, affordable health care for our neighbors through the American Rescue Plan, and I’m committed to continuing to expand this lifechanging coverage to even more Floridians.

Solar energy lowers costs for our neighbors and small businesses and helps ensure that we can breathe clean air and transition to cleaner sources of energy. I was pleased by Energy Secretary Jennifer Granholm’s commitment to continuing to grow solar energy in the Sunshine State and across the country.

H.R. 6445, Small Business Development Centers Improvement Act of 2022: Small businesses are the backbone of our Tampa community, and this week the House passed legislation to support Small Business Development Centers like the USF SBDC that offers free business training and advising services to Floridians starting a new small business or growing an existing one.

H.R. 6441, Women’s Business Centers Improvement Act of 2022: The Centre for Women provides crucial assistance to Tampa Bay female small business owners, and I am particularly grateful that the Centre provided a critical lifeline for many during the pandemic. As the Tampa Bay economy grows, I am proud to support local female entrepreneurs through the work of the Centre for Women and this bipartisan bill.

H.R. 6930, Asset Seizure for Ukraine Reconstruction Act authorizes the President to seize and confiscate Russian oligarch assets under the jurisdiction and to use all liquidated funds obtained for the benefit of the people of Ukraine.

S. 3522, Ukraine Democracy Defense Lend-Lease Act of 2022 streamlines the President’s ability to bolster Ukraine’s defenses, defend innocent civilians, and protect our frontline NATO allies who may become targets of a desperate Vladimir Putin. It is headed to President Biden’s desk.
