Dear friend,
I awarded the 2024 American Dream Awards to a number of wonderful local leaders who embody and live the American Dream. This year, I was proud to honor Nonprofit champions Carlos and Karelis Carrasco, Attorney Jamila Little, Educator Carol Mayo and Coach Daniel Hurtado de Mendoza for their hard work, perseverance and love for our country. Read their incredible stories here!
The Tampa Bay area is rich with neighbors who came to America and have worked hard during their life journey and, in turn, are serving our community in inspiring ways.

A new report highlights how Floridians saved hundreds of millions of dollars thanks to energy efficiency and residential clean energy tax credits made possible by the Inflation Reduction Act. Read the full story here to learn about all the different ways Floridians saved. When you need a new ac/heat pump, insulation, or it you want to go solar, there is help to make purchases more affordable and reduce your electric bill. You may not need an upgrade today, but you should know that savings are available when you do. Click here to see which option is best for you! This week, I introduced the American Energy Efficiency Act to keep the momentum rolling and help more Americans achieve savings. In addition to helping with energy bills, the IRA is reducing the cost of health care especially if you rely on the Affordable Care Act (as more than 4 Million Floridians do!). In a Treasury Report this week, data shows that the ACA is more essential to Floridians than the citizens of any other state - approximately 1 out of 3 Floridians (6.7M) have enrolled in an ACA Marketplace health plan since 2014—more than any other state! And thanks to the IRA, Floridians are saving an average of $800 a year on their ACA plans.

Despite agreeing last year to funding levels and no “poison pill” policy riders in the Fiscal Responsibility Act, House Republicans offered up a partisan continuing resolution for the budget that expires on September 30th.
Even that was not good enough for the extreme MAGA Republicans who threatened to take us to a government shutdown. Typically, Democrats come to the rescue with a clean funding bill to avoid a government shutdown, and I am hopeful that the Speaker will come around to that view sooner rather than later.

Republicans scheduled a host of bills during their "China Week", and unfortunately too many of the bills were “weak on China”. I serve on the bipartisan Select Committee to Counter the Chinese Communist Party to counter their economic sabotage and human rights abuses, and am leading a work group to strengthen America’s national security and clean energy future. So it was disheartening to see the GOP neglect key areas essential to addressing the CCP challenge in a comprehensive economic, diplomatic, technological, and security-focused manner. Notably, the package did not take meaningful action to address the fentanyl crisis, fail to strengthen supply chains or invest in U.S. talent, research, and innovation to enhance our global competitiveness. The Speaker made a commitment to bring major bipartisan legislation to the floor, and that did not happen, and it was a lost opportunity to address long-term challenges in a durable, bipartisan way.

My Energy and Commerce Health Subcommittee held a hearing on Evaluating the FDA’s Human Foods and Tobacco Programs. I discussed the critical need to give the FDA new enforcement authorities regarding products that are being falsely marketed as dietary supplements, including kratom and tianeptine (“gas station heroin”) that was the subject of a Tampa Bay Times expose for the hundreds of deaths in Florida. Watch my remarks here.
In the Energy Subcommittee, we tackled the cost of living issues and highlighted the threat of far-right Project 2025. Watch my remarks below.

In my Critical Minerals Policy Working Group, we discussed Recycling, Domestic Recovery, and Non-traditional Sources of Critical Minerals. The demand for critical minerals, especially for EVs and renewable energy technologies, will expand rapidly in the future. To meet this demand, the U.S. needs to consider a spectrum of policy options to secure the supply chains of critical minerals. Listen to how this Working Group is addressing the competition between China and the U.S. and why it is crucial for Congress to work in a bipartisan manner to get the job done. To lower costs and reach America’s clean energy goals, we must secure access to critical minerals essential to our transition to renewable energy. Developing a circular economy for critical minerals would vastly benefit the United States supply chain.

I am proud to have helped secure the first fMRI machine in the Tampa Bay area, located at USF Health! This groundbreaking device will allow doctors to see the brain in action and help researchers better understand diseases like ALS, PTSD, Alzheimer's, and Parkinson's. By championing $1M in community project funding to secure this advancement in medicine, we truly embody the 'community' in community project funding by helping our neighbors’ health and lives.
