Published: 5/19/2009 Rep. Kathy Castor introduces an amendment to the American Clean Energy and Security Act. The amendment, with Rep. Jay Inslee of Washington, clarifies that states are allowed to create incentives to promote renewable power, such as solar and wind energy.
